Parking Services offers a variety of parking permits of which the customer may choose the option best suited for their needs.

Preferred Parking

Preferred parking is student parking located near the interior of campus. Preferred parking permits are distributed at a low permit to space ratio to ensure availability of spaces for the permit holders. Those individuals applying for, but not receiving preferred parking will be issued a perimeter permit, unless otherwise noted on the application, and their name placed on a waiting list. Waiting list assignments are made only for those students who have purchased perimeter parking. After a preferred group is filled any available spaces will be filled from the waiting list. Only one preferred parking assignment will be made and will be effective for the academic year. Lot choices may not be changed at the beginning of the new semester. Once it has been assigned, the permit is valid only for that preferred group and perimeter lots.

Preferred parking is sold in the Fall semester at a cost of $145.00 and will remain valid for the academic year. Any preferred parking issued during the Spring semester is sold at a reduced fee of $109.00 and is valid for the Spring and Summer semesters. Preferred River Campus parking is sold in the Fall semester at a cost of $135.00 and will remain valid for the academic year. Spring River Campus parking is sold at a reduced fee of $101.00.

Preferred Parking is divided into two classifications; Preferred Commuter and Preferred Resident.

Preferred Commuter - Preferred Commuter parking is available to those students who do not live in Residence Halls and who have completed 30 hours of course work. Waiting list assignments are made based on the applicant’s parking lot choice.

Preferred commuter parking areas are identified by both letters and color. Preferred Commuter A, indicated as purple on the parking map, is located in the Northeast section of campus. Preferred Commuter B , indicated as red on the parking map, is located in the Northwest section of campus. Preferred Commuter C, indicated as orange on the parking map, is located in the Southeast section of campus. Preferred River Campus, indicated as teal on the parking map, is located at the satellite River Campus.

Seniority permit distribution for preferred commuter permits is:

  1. 55 percent of permits to students with 90 or more credit hours.
  2. 30 percent of permits to students with 60-89 credit hours.
  3. 15 percent of permits to students with 30-59 or less credit hours.

Preferred Resident - Preferred Resident parking is available to those students living in Resident Halls, who have completed 30 hours of course work and are enrolled in 12 or more semester hours. Students meeting the hour requirements may apply for parking in the area applicable to their resident hall assignment. Waiting list assignments are based on the applicant meeting qualifications for preferred parking and their resident hall assignment. Students changing residence halls or moving off campus, should contact Parking Services for information regarding replacement permits and waiting list assignments.

Preferred Resident parking areas are designated by both letters and color. Preferred Resident A, indicated as light green on the parking map, is located at the Towers/Greek complex. Preferred Resident B , indicted as magenta on the parking map, is located near Myers Hall. Preferred Resident C, indicated as yellow on the parking map, is located near Cheney Hall.

Seniority permit distribution for preferred resident permits is:

  1. 55 percent of permits to students with 90 or more credit hours.
  2. 30 percent of permits to students with 60-89 credit hours.
  3. 15 percent of permits to students with 30-59 credit hours.

River Campus Upgrade – Those students receiving preferred parking for the main campus may choose to purchase an additional upgrade permit which will allow them to park in the preferred parking at the River Campus. This upgrade may be purchased after the preferred permit for main campus has been issued for an additional fee of $25.00 per Academic year. River Campus permits are not prorated by semester.

Perimeter Parking - Perimeter parking is located in parking lots on the perimeter of campus. Perimeter parking is available to students with 29 or less completed hours, to resident students enrolled in less than 12 semester hours, to students who applied for, but were denied preferred parking, and to students who choose it. Although those individuals may purchase perimeter parking, perimeter lots are available to any permit type.

Five areas are designated for perimeter parking. They are indicated by the colors brown, gray, and white on the parking map. Area 5-1 is located on the North side of campus. Areas 1-2, 1-4, 1-5, and 1-7 are located on the south side of campus.

Perimeter Commuter Students will park in the two surface parking lots south of the parking deck in parking area 5-1. These lots will be reserved for commuters between hours of 7 a.m. and 1:30 p.m.. These parking areas will become accessible to any permit after 1:30 p.m. and before 7 a.m.

Vehicles displaying perimeter parking permits must use perimeter parking lots between the hours of 7 a.m. and 1:30 p.m. Preferred commuter lots may be used between the hours of 1:30 p.m. and 7 a.m. Employee lots may be used between the hours of 5 p.m. and 7 a.m., except those employee lots located near residence halls.

Perimeter parking lots are served by a shuttle Monday - Friday, between the hours of 7:30 a.m. and 4:30 p.m. Perimeter lots are also served seven days a week by an evening shuttle making regular stops between the hours of 4:30 p.m. - 2 a.m.

Perimeter parking is sold in the Fall semester at a cost of $95.00 and will remain valid for the academic year. Perimeter parking issued during the Spring semester is sold at a reduced fee of $71.00 and is valid for the Spring and Summer semesters.

Evening Only - Parking Services offers a Evening Only permit for those students who attend only evening classes or those students who choose to park on campus after 1:30 p.m.

Evening permits are valid between the hours of 1:30 p.m. and 7 a.m. in any preferred commuter lot, and between the hours of 5 p.m. and 7 a.m. in employee lots at academic buildings. Evening only permits are not valid between the hours of 7 a.m. and 1:30 p.m. except at the Student Recreation Center, parking area 5-3. Students purchasing Evening Only permits may park in preferred commuter and perimeter lots during the Summer semester.

Evening Only permits are sold in the Fall semester at a cost of $50.00 and will remain valid for the academic year. Evening Only permits issued during the Spring semester is sold at a reduced fee of $37.50 and is valid for the Spring and Summer semesters. If a student purchasing an Evening Only permit should desire to park on campus during daytime hours, the evening permit may be upgraded to perimeter parking and the student would pay the difference in the permit fee.

Summer - Summer Students register with Parking Services at the perimeter rate. Parking is allowed in any preferred or perimeter parking lot for Summer sessions, Summer only - $53.00

Disabled Parking - Only vehicles displaying state issued disabled license plates or hang-tags may park in disabled spaces. Pursuant to parking policy, faculty and staff must display the standard employee decal or hang tag in addition to the disabled license plate or disabled hang-tag when parked on campus. Students must display a perimeter parking permit in addition to the disabled license plate or disabled hang-tag when parked on campus parking lots. If marked disabled spaces are full, parking is available in any regular parking space with a University permit and a state disabled license plate or hang-tag. Faculty, staff, or students who require disabled parking but do not have disabled license plates or hang tags should contact the licensing agent of the state of residency for appropriate licensing. Licenses for both permanent and temporary disabilities must be coordinated through the state licensing agent. Applicants must provide state receipts of license to verify hang tag use. Other special parking requests should be coordinated with Parking Services.

Disabled spaces are illustrated on the campus map by the wheelchair symbol. Disabled parking violations are issued pursuant to RSMO 301.142.1 and Cape Girardeau City Ordinance.

Temporary/Special Parking - In the event that a student or faculty/staff member should need to drive a vehicle other than the one with the parking permit, a free temporary permit must be obtained from Parking Services and displayed from the rearview mirror of the other vehicle. Temporary parking is assigned based on the lot for which the purchased decal is valid. If a vehicle will be parked on campus temporarily, and no decal has been purchased, a special permit can be obtained for display, and parking will be restricted to perimeter parking lots.

Individuals who require special parking arrangements must first purchase a minimum of a Perimeter parking permit. Documentation as to the need for special parking must be provided. Special parking arrangements are evaluated and assigned individually.

Early College Credit Parking Permits - Students enrolled in both high school and the University who choose to use on campus parking lots, must display a current University parking permit. Parking permits are valid for the current semester only. Students may choose the option best suited to their needs.

Perimeter Parking - Perimeter parking is available at no charge and is valid from 15 minutes before to 15 minutes after the class period.

Employee Parking - As a portion of the University’s benefits package, Parking Services provides employee hang tags or decals (upon request) to University faculty and staff. These permits are issued based upon verification of status with personnel. Employee permits are for use by the employee only and should not be given to family members or loaned to students for parking use.

Employee parking lots are indicated by the color blue and red on the Campus map.

The replacement cost of an Employee parking permit is $35.00.
